Arroyos want lending of vehicles to unlicensed drivers......

Former President and now Pampanga Rep. Gloria Macapagal-Arroyo and her son, Camarines Sur Rep. Diosdado Arroyo filed on Tuesday a bill seeking to criminalize lending of vehicles to unlicensed drivers.

The Arroyos filed House Bill 1581 proposing criminal penalties for any person who will allow another person without a valid driver’s license issued by the Land Transportation Office (LTO) to borrow a motor vehicle.

Mrs. Arroyo said the measure aims to curb the rising incidents of accidents caused by inexperienced and unlicensed drivers.

"By providing a strong deterrent against vehicle owners, it is hoped that the perils posed by inexperienced drivers will be reduced," she said in a statement issued Tuesday.

Under HB 1581, which will be known as the “Motor Vehicle Safety Act of 2010," erring motor vehicle owners will be penalized with a fine of not more than P10,000 or imprisonment from one month to six months.

In September last year, Mrs. Arroyo and Dato also filed House Bill 382, proposing heavier penalties against drunk driving.

Kudos to Mrs. Arroyo for this bill. This will definitely reduce the growing cases of accidents involving drunk and unlicenzed drivers.

Penalty of P10,000 or imprisonment from one month to six months is really a huge matter to consider before lending our MCs to our friends, relatives or anyone that do not have a legal driver's license.

I hope that the heavier penalty for drunk driving will be approved as well. This will mold a more responsible driver for a safer road for all motorists.

with this kind of law/ordinance, we might think twice before lending our bikes to someone....We ourselves will be involve in the penalty as well. 10k is 10k, its not a joke anymore, specially imprisonment!

Drunkards, beware! Think twice before you lend your MC if the lendee/borrower doesn't have a license. You don't know what may happen. Accidents happen when you least expect them. Php10,000 is no joke.

are they suddenly struck with guilt and love for the filipino people they have so long hit and bumped to the ground?

oh well, regardless of my feelings... i appreciate them for this bill... these are the kind of bills the lawmakers are supposed to make...

truly beneficial not just for the select few but for all the people indeed..


hay... steeper fines than 10k should be implemented and id say 100k or more even..

10k is a mere 10 pesos for the rich and famous (who sometimes are drunk drivers too..)
